Kazakhstan: The locomotive was developed for the 1520 mm gauge market by the American company Wabtec. A certificate of conformity with TR CU 001/2011 for serial production of the four-axle diesel locomotive was received at the end of 2021, and more than 10 such locomotives have already been produced.

The TEM11A diesel locomotive was developed over several years under a contract signed in 2018 between then-GE Transportation (acquired by Wabtec in 2019) and the national railway company Kazakhstan Temir Zholy (KTZ). This contract included the delivery of 300 such locomotives. In October 2021, Kanat Kobesov, Deputy General Director of KTZ-Freight Transportation, announced that the entire fleet should be delivered by 2030.
